Will the engine have a sort of "character builder" in which the author can assign or tweak the traits of both new and existing characters of the storyworld? I'm really curious about this aspect, since I'm kinda wondering also about how much a slight tweak to a trait can lead to a different "emotional response" to specific situations.
If I'm getting this even a little, the whole idea of having to test a character's reactions and tweak its traits, in order to make it the character I really have in mind, makes me look even more forward to play around with the engine (not to sound belittling).

Yes, SWAT has an editor called the Actor Editor that allows you to create Actors and set all their attributes. Yes, those attributes are meant to have a strong influence on the behavior of the Actors during play.
